The letter No. 22 of the 26th Feb. from the International Anti-Opium Association at Peking to the League of Nations with evidence as exhibits is not complete and lacks information as to the true fact of the situation. The chief points are as follows:-
(1) The Macao Opium Monopoly is not independent but is dependent on that of H.K. The H.K. Govt. has endeavoured to terminate the existing arrangement whereby H.K is a port of transhipment for opium from India, but without success, owing to the attitude maintained by the Macao Govt.
Besides H.K. and Singapore, offices are maintained for profit by the Govt. in the following territories in the Far East:
